Under
the Joint Exercise of Power Agreement between Soquel Creek
Water District and Central Water District, the Groundwater
Management Committee is comprised of 5 members.
The
5-member committee for the GMP Update include:
- Bruce
Daniels and Bruce Jaffe (Soquel Creek Water District)
- Ken
Mabie and Carol Monkerud (Central Water District) with
Jean Tomas as alternate
- Bill
Wigginton (Public Member, Seascape Greens HOA) with
Michael Mills as alternate (Greenbelt Water Company)
The
Committee is responsible for drafting a groundwater management
plan which will include, but not be limited to, the following:

monitoring
and control of saline intrusion
-
identification
and management of wellhead protection areas and recharge
areas
-
identification
of well construction policies
-
monitoring
of groundwater levels and storage
-
facilitating
conjunctive use operations
-
development
and fostering relationships with their public entities,
local, State and Federal that monitor groundwater matters
-
review
of land use plans and coordination with land use planning
agencies to assess activities and potential impacts of
activities which have an impact on groundwater quantity
and quality
-
monitoring
groundwater production
-
contact
State and Federal agencies concerning groundwater matters
-
take
any and all necessary actions to protect groundwater
basins
-
any
other item which can be included in such a plan under the
provisions of AB3030.
To
assist with the technical components of the GMP, the Committee
has appointed a Technical Advisory Committee (TAC). The
TAC includes representatives from SAGMA (Soquel Aptos
Groundwater Management Alliance) and Pajaro Valley Water
Management Agency. SAGMA operates under the Cooperative
Agreement between SqCWD, CWD, the City of Santa Cruz and the
County of Santa Cruz.
