If
you are applying for a new water service connection to the
Soquel Creek Water District, you must be aware of the
"Water Demand Offset" requirements.
The
Soquel Creek Water District is committed to balancing water
supplies and demand. Currently our demand is above the supply
ie. the sustainable yield of the aquifers. To avoid overdraft
and possibly salt water intrusion along the coast we must curb
water demand today. The "Water Demand Offset" (WDO)
ordinance was created to avoid a moratorium on development in the
Soquel Creek Water District to extend our existing supplies
until a supplemental water supply can be obtained.

Our
policy (Resolution
No. 03-31) requires applicants for new water service to offset
1.2 times the amount of water the new development is projected
to use so that there is a "zero impact" on the
District’s water supply. This policy was adapted in order to
allow continued development without exacerbating limited
groundwater supplies until a new water supply can be
developed.
how to offset projected water demand
To meet the Water Demand Offset requirement, applicants for
new service can accomplish the offset requirements by paying
for:
High-efficiency
fixture retrofits - purchase and install sufficient
numbers of high-efficiency toilets, showerheads, faucet
aerators, and zero-water urinals to replace higher water-use fixtures in existing
buildings in the Soquel Creek Water District.
(High-efficiency
toilets (less than 1.28 gallons per flush on average) which
includes dual-flush toilets are mandatory for retrofits.
1.6 gallon per flush toilets will not be accepted for
retrofits unless the toilet recipient was on the retrofit list before
April 3, 2007). Click

Turf
Retrofits - Developer may purchase from the
District offset credits for customers that have retrofitted
their lawns with synthetic turf or water-wise landscaping.
This option is subject to the credits being available for
purchase.
The retrofits must occur in or at existing
homes and businesses in the District’s service area. The
retrofit requirement is dependent on the estimated water use
of the project that is being built.
The District uses a schedule of water use factors to
determine the number of retrofits a developer has to complete,
which reflect average water use over the life of a project.
Water use factors are expressed as annual use in acre-feet. In
most cases, the water use factors are the average metered
water use of a sample of similar projects, covering a period
of several non-drought years.
"Go Green" and receive a
lowered Water Demand Offset credit -
Install high water efficiency fixtures that exceed the current
building requirements and receive a lowered WDO offset credit.

finding and retrofitting existing property
When available, the District will provide a list of
property owners desiring retrofits, which the applicant may
use to accomplish offset requirements, or the applicant
may find their own retrofit candidates. If the applicant
supplies their own list of retrofit candidates, District staff
will contact and schedule a Water Use Efficiency Survey to
determine the offset credit from each site. Applicants cannot
pay fees to the District in lieu of doing actual toilet retrofits.
Applicants must retrofit each toilet and showerhead, and
each faucet other than a laundry faucet, which does not
already meet minimum District standards for water efficiency.
The offset credit for a unit is not reduced if the shower
heads or faucets are already low-flow. Applicants are not
required to replace the whole sink if that’s the only way to
make it low-flow. Aerators are generally
sufficient for faucets. Showerheads have to be replaced; inset
flow
restrictors alone are not acceptable. Toilets must be chosen
from the District’s Approved Toilet List
(updated).
The customers who are receiving the toilets must select from
this form and sign to acknowledge their choice. The recipient
may request different toilets that are not on the list if the
District approves the fixture model. The customer must pay for
any upgrades (special colored toilets for example). The maximum
cost that the developer is responsible for paying is $660 for
high-efficiency toilets (less than 1.28 gallons per flush (gpf)
on average in residential use and $1000 in commercial use. Maximum cost per zero-flow urinal
retrofit is $1000.
Please
note that on May 30th all retrofits will require only
high-efficiency toilets (less than 1.28 gpf on average) for toilet
recipients on the list after April 3rd, 2007.
procedures
To assure applicants receive the proper credit, they must
first contact the District and arrange for the necessary
District inspections. Once you have received
your building permit, the District will give you the list of people you are
assigned to provide retrofits for. There is a 3-month time limit for
completing retrofits once they have been assigned. Completion of retrofits is a requirement to receive water
service.
Once the total required offset credit has been earned,
changing the ownership of the site or minor details of the
project will not affect the offset credit that has been
approved. However, changes in water use or additions to the
project may require additional water demand calculations.
Developers are allowed to transfer or sell their credits to
another project/developer (at cost, not to exceed $530 per (1.6
gpf ) toilet, $660 per high-efficiency toilet (less than 1.28 gpf) or $2 per square foot of synthetic turf retrofit) if
their "original" project is not permitted. The
developer cannot sell or transfer "leftover" credits
from a project. The project developer must submit receipts and
a spreadsheet summarizing the receipts, which shows the total
cost for the retrofits available for purchase or transfer.
who can complete the retrofit?
Retrofits must be completed by a licensed plumbing or
general contractor. Owners of properties being retrofitted are
responsible for any structural issues (such as sub-flooring on
toilet replacement) and are responsible for the cost
difference exceeding the price of the pre-selected toilet from
the District’s Approved Toilet List if requesting
upgrades such as color, style, etc.
For turf retrofits, The
developer contributes the $2 per square foot to the District
directly based on available offset credits.

The District maintains a list of approved toilets and
urinals. The District’s list is derived from a review of
literature that evaluates toilets. The list is updated
periodically. Click

owner for toilet choices. For commercial use, only pressure
assist toilets are approved at this time unless the recipient
specifically requests another type (e.g., gravity or vacuum).
Both Zero-water urinal manufacturers (Waterless and Falcon)
make District approved urinals.
